First connect to GTA 5 Online lobby, change your GTA to Windowed or Windowed Borderless. After that start your cheat, profit. I use only Godmode and Never Wanted, then I change my GTA back to fullscreen, your cheats that you turned on will be saved but you wont be able to turn ON the menu in fullscreen mode.
